Higher Education Emergency Relief Funds

CARES Act

Florence-Darlington Technical College signed and returned to the Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.  Florence-Darlington Technical College received $1,568,739 from the Department of Education to be awarded to students in accordance with our Certification and Agreement (for) Emergency Financial Aid Grants to Students.

The total amount of Emergency Financial Aid Grants distributed to students by Florence-Darlington Technical College under Section 18004(a)(1) of the CARES Act as of October 15, 2020 is $1,659,100.  $90,361 of the CARES Act institutional portion was used towards the student awards. $1,423,200 was awarded for the Spring 2020 semester.  $235,800 was awarded for the Summer 2020 semester.

2580 students enrolled during the Spring 2020 semester at Florence-Darlington Technical College were eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act. Based on the guidance received from the Department of Education on May 21, 2020 that Title IV eligibility would not be enforced. The Emergency Financial Aid Grant has been awarded to these 2580 students.

Florence-Darlington Technical College used the following method to determine student eligibility for the Emergency Financial Aid Grants during the Spring 2020 semester and how much the students would receive under Section 18004(a)(1) of the CARES Act:

  1. Student was not a dual enrolled high school student, DACA student or a transient student. Student was a US citizen or national.
  2. Student was enrolled in at least one course on March 13, 2020 or after during the semester the award is made.
  3. Students who met the eligibility criteria in 1 and 2 above were awarded the Emergency Financial Aid Grant in the following manner:
      a. $800 to students with a zero EFC and complete financial aid file
      b. $500 to students with an EFC between 1 – 5576 (pell eligible) and complete financial aid file
      c. $200 to students with an EFC of 5577 or higher or incomplete financial aid file

984 students enrolled during the Summer 2020 semester at Florence-Darlington Technical College are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.  The Emergency Financial Aid Grant has been awarded to these 984 students.  The Summer 2020 semester awards were made according to the Department of Education’s June 17, 2020 release of the interim final rule published in the Federal Register allowing only title IV eligible students to receive CARES Act funds.  The final CARES Act awards were made on June 17, 2020 based on this eligibility, and the funds for this awards have now been exhausted..

Florence-Darlington Technical College used the following method to determine student eligibility for the Emergency Financial Aid Grants during the Summer 2020 semester and how much the students would receive under Section 18004(a)(1) of the CARES Act:

  1. Student had a 2019/2020 FAFSA on file to show they met title IV eligibility.
  2. Student was enrolled in at least one Summer 2020 course at the time the award is made.
  3. Students who met the eligibility criteria in 1 and 2 above and did not receive the CARES Act award during the Spring 2020 semester were awarded the Emergency Financial Aid Grant in the following manner:
    1. $800 to students with a zero EFC and complete financial aid file
    2. $500 to students with an EFC between 1 – 5576 (pell eligible) and complete financial aid file
    3. $200 to students with an EFC of 5577 or higher or incomplete financial aid file\
  4. Students who met the eligibility criteria in 1 and 2 above and did receive the CARES Act award during the Spring 2020 semester were awarded $200 of the Emergency Financial Aid Grant for the Summer 2020 semester.

Florence-Darlington Technical College sent an email to all students enrolled during the Spring 2020 semester notifying them of the Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act. An award email was sent to students as they were awarded to notify them of the award on their account.

CARES Act Funding Institutional Portion

Florence-Darlington Technical College's CARES Act Emergency Relief fund for institutional use provides resources for costs related to providing technology hardware and software upgrades due to moving students to an online learning environment, personal protective equipment (PPE), enabling social distancing in classrooms and offices campus-wide, and other expenses related to COVID-19.

American Rescue Plan

Florence-Darlington Technical College received $5,801,566 from the American Rescue Plan to be disbursed to students during the 2021/2022 school year.  These funds are part of the HigherEducation Emergency Relied Fund III (HEERF III).  The total amount of Emergency Financial Aid grants distributed to student by Florence-Darlington Technical College of the HEERF III as of April 27, 2022 is $5,801,566.

Florence-Darlington Technical College used the following method to determine student eligibility for the Emergency Financial Aid Grants during the Spring 2022 semester and how much the students would received of the HEERF III:

  1. Students with a completed Financial Aid file and a Pell eligible EFC of 5846 or lower receive $1500.
  2. Students without a completed Financial Aid file receive $1300.
  3. Students with a completed Financial Aid file and an EFC of 5847 or higher receive $1300.
  4. Dual enrolled high school students receive $200.

Florence-Darlington Technical College used the following method to determine student eligibility for the Emergency Financial Aid Grants during the Fall 2021 semester and how much the students would received of the HEERF III:

  1. Students with a completed Financial Aid file and a Pell eligible EFC of 5846 or lower receive $1200.
  2. Students without a completed Financial Aid file receive $1000.
  3. Students with a completed Financial Aid file and an EFC of 5847 or higher receive $1000.
  4. Dual enrolled high school students receive $200.
Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA)

Florence-Darlington Technical College received $1,568,739 from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) to be disbursed to students in accordance with section 314 (a) (1).  The total amount of Emergency Financial Aid grants distributed to student by Florence-Darlington Technical College under section 314 (a) (1) of the CRRSAA as of October 7, 2021 is $1,568,739.

Florence-Darlington Technical College used the following method to determine student eligibility for the Emergency Financial Aid Grants during the Spring 2021 semester and how much the students would received under section 314 (a) (1) of the CRRSAA:

  1. Student was not a dual enrolled high school student, DACA student or a transient student. Student was a US citizen or national.
  2. Student was enrolled in at least one course during the semester the award is made.
  3. Student’s EFC for 2020/2021 is 5711 or below making the student Pell eligible.
  4. Students who met the 3 eligibility criteria above were awarded $250 of the Emergency Financial Aid Grant.
  5. Additional funds were awarded in $250 increments to assist students with Cost of Attendance expenses where these were not already covered in full. Only when students gave approval in writing, form or email were these funds held to cover tuition, fees, books and supplies.
